[cCable] Modem Signals Look Off? High Ping in Chatham

My girlfriend's parents installed Start's 40/10 in January and I'm here vising them this weekend. I was planning to work from home here and stay for the week but decided not to due to the high pings and inability to get the full 40/10 speeds when my girlfriend ran a speedtest. My work's VPN is very sensitive to high latency. But the SNR, high ping and buffer bloat is concerning. They just left Bell ADSL to join Start based on my recommendation after all.
