It's this channel ever going to be upgraded? It's looked like dog crap for longer than I can remember. Specifically the frame rate is a problem where it is not smooth at all and probably a quarter what it should be. If this is 60 fps, either there's transcoding issues, deinterlacing issues, feed issues, or a combination of these.
