lost packets, lags, internet freezes

It started about a month ago. Internet stopped working for period of 1-10 seconds, sometimes even more than 1 minute. I started to investigate. If I connect my desktop directly to modem, the issue still occurs. I replace my modem (MT130U -> Hitron CDA3), still no luck. So as far as I see, the root cause of the issue is 104.153.24.126 host, and it ruins my internet. Am I right? PS: I contacted Customer Support, they told me there are no issues on their side, blame the modem.
