Rogers Transfer woes

Returning customer, and came back for Start.TV. I chose to transfer/use our existing modem and it's coming back to haunt me. My transfer date to Start was set for today but luck would have it that my internet is out and the modem is still not provisioning. I called Start support and they claim that the transfer is stuck with a "Rogers Infrastructure Manager" and that they technically have until midnight to make it happen. I just wanted to come here and ask if this is the usual process or does something here smell fishy? Hoping this gets activated ASAP so that we have TV and Internet for Christmas. Strongly debating ordering a TP Link modem off Amazon if I'm still out tomorrow morning.
