When a lot of the picture is changing from frame to frame, either something moving across the background or the background moving as the camera follows the subject, there is often judder, and sometimes it is severe. I've observed this on START.CA channels, and also seen it on the PBS app, both with a Firestick 4Kmax and with the Inspur box. Is is that the processing load exceeds capacity of the streaming boxes/dongles, and frames are dropped, or could it be on the sending/encoding end not being able to compress fast enough? Sadly, this judder tends to happen on programming with a lot of clear detail which requires more data to render, rather spoiling the full enjoyment.
In comparison with bit rates around 6Mbit-8Mbit on the streams, a Blu-ray disc can be up to 26Mbit (according to the fine print on the Blu-ray case,) and although OTA is around 20Mbit, it contains a lot of error correction bits so it may be effectively 10-15Mbit. The discs and OTA do have judder, but it is rare and not as obvious as the judder of the streams.
