[cCable] routing issues in Milton - no ETA for resolution

I have been having slow speed issues for past 2-3 days. I am on 120Mbps package, but am getting less than 5mbps in the evenings (in the morning it goes upto 20-25mbps). I called the customer service yesterday, and was told that there are routing issues by cCable, and it should be fixed within 24hrs. I called again today - after a wait for over 15mins, the agent told me that the issues still exist and there is no ETA for the resolution. Why is there no ETA and what is Start.ca doing about it? Is there no SLA with cCable for resolution of issues?
